Description

This interactive training course (2-3 days) gives participants a systematic introduction to adaptation M&E. They get to know the process of developing adaptation M&E systems and indicators at national and project level. The structure of the training is shown in the illustration below.

The course can be combined with the GIZ/OECD training ‘Integrating climate change adaptation into development planning’ or in a stand-alone format (duration: 2-3 days).

Adaptation M&E Navigator

A decision support tool for the selection of suitable approaches to monitor and evaluate adaptation to climate change

With increasing implementation of climate change adaptation plans and projects as well as growing national and international funding for adaptation there is an increasing need to understand the results of adaptation actions. Are they achieving their objectives? Are they actually leading to a reduction in vulnerability to climate change?

The Adaptation M&E Navigator helps to select an appropriate approach for monitoring and evaluation of adaptation by providing a list of specific adaptation M&E purposes and matching them to relevant M&E approaches. The Adaptation M&E Navigator highlights key characteristics of each approach and provides links to further guidance materials and examples from practice. The Figure illustrates the process of selecting an M&E approach. Steps two to four describe the application of the Adaptation M&E Navigator. Steps one takes place beforehand and step five afterwards.

Steps in selecting an M&E approach for adaptation to climate change.

The blue boxes are part of the Adaptation M&E Navigator whilst the white boxes take place before and after using it. Each steps is briefly described below.

Step 1: Determine why you want to undertake M&E

First, determine why you want to do M&E. For example, do you want to monitor the implementation of an adaptation action on an ongoing basis to inform its management? Or do you want to learn why your adaptation action has achieved its objectives or why it has not? Or are you mainly looking for facts and figures to demonstrate accountability? The specific reason to undertake M&E is important because it determines how an M&E system needs to be designed to adequately address it.

It is likewise very important to consider the target audience for the information generated by the M&E system. Who should use the information? How would they get it? What formats would be used to disseminate the information?

Clarifying the purpose for M&E and the intended users of its information are essential to develop a useful adaptation M&E systems.

Step 2: Identify an applicable M&E purpose from the list below

The Adaptation M&E Navigator includes the most common purposes for adaptation M&E. Choose among the following which one applies to your situation:

Monitoring implementation of adaptation

Assessing adaptation outcomes

3. Assess the associated M&E approaches based on the provided information

Clicking on any of the above listed purposes for M&E will lead you to relevant M&E approaches and their descriptions which include benefits and limitations as well as links to practical examples. This information can be used to assess the relevance of each M&E approach. In addition, each approach is rated on five criteria:

  1. The general purpose of M&E, i.e. management, learning or accountability
  2. The focus of M&E on either implementation or outcomes
  3. How complex the approaches are
  4. How subjective the approaches are
  5. What experience exists in implementing the M&E approach

Each of the five decision criteria are explained in the publication of the M&E Navigator.

4. Select an M&E approach and explore links to further guidance

Each M&E approach is briefly explained in regard to its potential use, its benefits and limitations as well as resources needed to implement it. Assessing this information in light of the M&E context and purpose (steps 1 & 2) will support the selection of a suitable M&E approach.

5. Seek know-how and resources for implementation

Once a decision on a particular M&E approach has been made the Adaptation M&E Navigator provides practical examples and links to further guidance and resources.
