Dans le cadre de la CCNUCC, le th\u00e8me des <b>pertes et pr\u00e9judices<\/b> (P&amp;P) a fait l\u2019objet d\u2019une attention croissante qui a conduit \u00e0 la cr\u00e9ation, en 2013, du <span class=\"s1\"><b>M\u00e9canisme international de Varsovie<\/b><\/span><span class=\"s2\"><b> (MIV) relatif aux pertes et aux pr\u00e9judices li\u00e9s aux incidences du changement climatique<\/b><\/span>. Pour pouvoir g\u00e9rer le changement climatique, il est primordial <b>de l\u2019att\u00e9nuer. <\/b>L\u2019application de mesures ambitieuses visant \u00e0 limiter le r\u00e9chauffement de la plan\u00e8te \u00e0 nettement moins de 2\u00b0 C par rapport \u00e0 son niveau de l\u2019\u00e8re pr\u00e9industrielle, voire \u00e0 le limiter \u00e0 1,5\u00b0 C, est donc une importante \u00e9tape de gestion des risques climatiques et constitue probablement la meilleure forme d\u2019adaptation.<\/p><p class=\"p2\"><b>D\u00e9veloppement durable \u00e0 tous les niveaux\u00a0:<\/b><\/p><p class=\"p2\">Le d\u00e9veloppement durable vise \u00e0 r\u00e9pondre aux besoins des g\u00e9n\u00e9rations actuelles et futures <a href=\"https:\/\/www.stockholmresilience.org\/research\/planetary-boundaries\/planetary-boundaries\/about-the-research\/the-nine-planetary-boundaries.html\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">sans aller au-del\u00e0 des capacit\u00e9s de la Terre \u00e0 assurer la vie<\/span><\/a> et dans le respect de la justice sociale. Le d\u00e9veloppement durable suppose par cons\u00e9quent la prise en consid\u00e9ration de facteurs \u00e9conomiques, sociaux et environnementaux. Cette approche inclut, entre autres, l\u2019utilisation d\u2019\u00e9nergies renouvelables ou l\u2019adoption de moyens de transport ou de modes de vie \u00e0 faible bilan carbone. Les voies de d\u00e9veloppement durable offrent de multiples avantages connexes tels qu\u2019une meilleure qualit\u00e9 de l\u2019air et l\u2019acc\u00e8s \u00e0 des \u00e9nergies non polluantes. Les mesures d\u2019adaptation telles que le boisement des mangroves et l\u2019agroforesterie pr\u00e9sentent des avantages connexes tels que la protection contre les inondations de temp\u00eate ou les tr\u00e8s fortes chaleurs, alors que l\u2019agriculture intelligente face au climat est essentielle pour la future s\u00e9curit\u00e9 alimentaire.<\/p><p class=\"p2\"><b>Association judicieuse d\u2019outils \u00e9prouv\u00e9s d\u00e9j\u00e0 utilis\u00e9s dans l\u2019adaptation et dans la r\u00e9duction des risques de catastrophe\u00a0:<\/b><\/p><p class=\"p2\">Des outils d\u00e9j\u00e0 utilis\u00e9s dans le domaine de l\u2019adaptation au changement climatique (cultures r\u00e9sistantes \u00e0 la s\u00e9cheresse, villes et infrastructures r\u00e9silientes au climat ou adaptation bas\u00e9e sur les \u00e9cosyst\u00e8mes) sont associ\u00e9s \u00e0 des outils de <b>r\u00e9duction des risques de catastrophe <\/b>tels que les plans d\u2019urgence et les syst\u00e8mes d\u2019alerte pr\u00e9coce. L\u2019exploitation des synergies entre les mesures d\u2019adaptation et de r\u00e9duction des risques de catastrophe peut permettre d\u2019\u00e9viter une duplication des efforts et, par cons\u00e9quent, de faire un meilleur usage de ressources financi\u00e8res et humaines limit\u00e9es, non seulement en permettant de mieux se pr\u00e9parer et mieux r\u00e9agir aux catastrophes, mais \u00e9galement, et avant tout, en limitant ou r\u00e9duisant les pr\u00e9judices.<\/p><p class=\"p2\"><b>Instruments d\u2019adaptation innovants, par ex. financement des risques, assurance contre les risques et approches transformatrices\u00a0:<\/b><\/p><p class=\"p2\">Rem\u00e9dier les risques r\u00e9siduels ne pouvant \u00eatre \u00e9vit\u00e9s par des solutions d\u2019att\u00e9nuation et d\u2019adaptation est un autre important pilier de la gestion int\u00e9gr\u00e9e des risques climatiques. Les <b>m\u00e9canismes de financement des risques,<\/b> par exemple l\u2019assurance contre les risques climatiques, les fonds de pr\u00e9voyance et les r\u00e9gimes de protection sociale, peuvent favoriser la <b>r\u00e9silience au changement climatique<\/b> en r\u00e9partissant les risques entre diff\u00e9rents acteurs, dans diff\u00e9rentes r\u00e9gions et sur diff\u00e9rentes p\u00e9riodes. Ces m\u00e9canismes prennent \u00e9galement de l\u2019importance pour rem\u00e9dier les risques r\u00e9siduels. Pour g\u00e9rer de mani\u00e8re permanente les risques r\u00e9siduels, il existe deux solutions\u00a0: le <b>transfert des risques<\/b> ou la <b>r\u00e9int\u00e9gration des risques r\u00e9siduels dans le cycle de gestion des risques.<\/b><br \/>Les instruments pour rem\u00e9dier les pertes et pr\u00e9judices (P&amp;P) ne sont pas seulement de nature graduelle. Des <b>approches transformatrices <\/b>telles que la diversification des moyens d\u2019existence et la gestion adaptative sont \u00e9galement n\u00e9cessaires pour s\u2019adapter au changement et r\u00e9duire le risque de pertes et pr\u00e9judices. Par ailleurs, la <b>mobilit\u00e9 des personnes<\/b> a \u00e9t\u00e9 et continuera d\u2019\u00eatre un facteur important de d\u00e9veloppement \u2013 avec ou sans changement climatique. C\u2019est d\u00e9j\u00e0 une r\u00e9alit\u00e9 dans les r\u00e9gions expos\u00e9es \u00e0 la variabilit\u00e9 du climat, par exemple sous forme de migration des saisonniers.
