This policy brief by GIZ argues that implementing and strengthening a multi-level governance approach is key to delivering climate resilience and hence to fulfill the adaptation commitments set in the NDCs.
Adapting to the impacts of climate change, whether at the national, sub-national or community level, is not the responsibility of national governments alone. It requires the coordinated input of multiple stakeholders, including local authorities, development partners, communities and civil society. This study aims to offer guidance to governments and their partners on how to engage the private sector in the NAP process.
This short brief developed by the International Institute for Sustainable Development (IISD) as a contribution to the IKI NDC Support Cluster aims to enhance awareness and highlight the importance of integrating weather and climate-related risk into the planning stages of energy infrastructure development.
This is the second in a series of briefs by the NAP Global Network focusing on alignment of country efforts under the 2030 Agenda for Sustainable Development, the Paris Agreement and the Sendai Framework for Disaster Risk Reduction.

This Briefing gives a short introduction to alignment as an underlying principle of international agendas such as the Paris Agreement, the 2030 Agenda for Sustainable Development and the Sendai Framework for Disaster Risk Reduction to advance climate-resilient development.
Unless countries chose to amend their INDCs before ratifying the Paris Agreement, these documents became their first nationally determined contributions (NDCs). According to Article 7.9 of the Paris Agreement all Parties shall, as appropriate, engage in the formulation and implementation of national adaptation planning processes, such as the national adaptation plan (NAP) process. This publication is primarily for policymakers, decision-makers and practitioners who are working on climate change adaptation at a national level (e.g. ministries of environment, climate change focal points, and adaptation and sectoral experts).
This is the first in a series of briefs by the NAP Global Network focusing on alignment of country efforts under the 2030 Agenda for Sustainable Development, the Paris Agreement and the Sendai Framework for Disaster Risk Reduction. This initial brief provides an introduction to the concept of alignment as it relates to these policy processes.
Drawing on experience in 11 countries and the European Union, this paper provides core elements and concrete examples for jointly advancing these agendas, with a focus on five challenges: coordinating institutions, aligning national climate and SDG-relevant targets, mainstreaming both set of goals into policy planning, optimizing financial resources, and building mutually reinforcing monitoring and reporting frameworks.
The National Adaption Plan (NAP) process is well-established and has many advantages that could be valuable for the implementation of the Paris Climate Agreement. This factsheet explains the fundamentals of NAP and its linkages with NDC implementation.
