Study on Engaging the Private Sector in National Adaptation Planning Processes

Adapting to the impacts of climate change, whether at the national, sub-national or community level, is not the responsibility of national governments alone. It requires the coordinated input of multiple stakeholders, including local authorities, development partners, communities and civil society. Businesses and investors also need to be involved, as they are the key engines of economic growth in developing countries, accounting for 60 per cent of gross domestic product, 80 per cent of capital flows and 90 per cent of jobs. They will be relied on to create the jobs needed to support adaptation, to develop the products and services needed for societies to become more climate-resilient, and to finance—directly or indirectly—many adaptation actions. The strategic and well-informed inclusion of the private sector in climate change adaptation planning and activities must be a key part of all countries’ efforts to adapt to the impacts of climate change; they will be key partners in the design, financing and implementation of adaptation priorities. The National Adaptation Plan process differs from past processes in that it offers a medium- and long-term vision of national adaptation action, aligned with development plans and with a supporting regulatory and policy framework. If properly communicated, it foregrounds a country’s key climate vulnerabilities. It therefore can provide all stakeholders, including the private sector, with a stable and predictable roadmap for a government’s priorities on national adaptation. This study aims to offer guidance to governments and their partners on how to engage the private sector in the NAP process. Private sector engagement in the NAP process, for the purposes of this paper, is defined as the meaningful involvement of private sector actors—ranging in size, sector, motivation and whether they operate in the formal or informal sector—in the planning, implementation, and monitoring and evaluation of national adaptation planning processes. Governments remain the overall owners and drivers of the NAP process. However, for NAPs to be successfully implemented and climate resilience strengthened, private sector actors will need to be involved. The study was developed by the NAP Global Network, in collaboration with and supported by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). It is published by the International Institute for Sustainable Development (IISD).

En application des nouvelles directives de l’UEMOA portant sur les aspects juridique et comptable de la planification du développement, le Bénin a adopté une loi pour pallier aux problèmes persistants de l’articulation entre les stratégies nationales de développement et les budgets. L’une des implications de cette loi et des précédentes directives de l’UEMOA est l’élaboration de la Note Analytique sur le programme de développement. La Note Analytique est un document qui est élaboré chaque année sur le programme de développement en annexe à la loi des finances. La prise en compte de la dimension environnement et le Changement Climatique dans la Note Analytique annexée à la loi des finances 2019 au Bénin a suivi une approche participative intégrée au processus générique d’élaboration de ladite note. Etat des lieux des capacités pour la planification de l’adaptation aux changements climatiques au Bénin

Pour la réussite de la mise en œuvre du processus de Plan National d’Adaptation dans les Pays les Moins Avancés, il est indispensable d’identifier les capacités actuelles de façon approfondie et de fixer des objectifs à moyen terme. Dans ce cadre, le Bénin a conduit en octobre 2017 l’état des lieux des capacités de mise en œuvre et de détermination de la vision à moyen terme de son processus PNA. L’outil SNAP (« Stocktaking for National Adaptation Planning », en français « Etat des lieux pour la planification de l’adaptation au niveau national ») développé par la GIZ a été utilisé pour mener cette activité. Son application a permis d’identifier le niveau actuel des facteurs de succès des plans nationaux d’adaptation, de fixer des objectifs stratégiques réalisables à moyen terme pour le renforcement des capacités d’adaptation et de proposer des mesures concrètes pour atteindre les objectifs fixés. Intégration des changements climatiques dans le Plan National de Développement Sanitaire au Bénin

Le Bénin s’est doté en 2009 d’un Plan National de Développement Sanitaire (PNDS) qui couvre la période 2009 – 2018. Après son évaluation à mi-parcours en 2016, les acteurs du secteur ont entrepris d’élaborer un nouveau document de politique nationale en matière de santé qui prend en compte les changements climatiques. Les travaux menés par les experts en climatologie, modélisation climatique, nutrition et maladies vectorielles ont abouti à l’identification de la chaîne d’impact des changements climatiques sur le secteur de la santé au Bénin. Les résultats présentent l’influence des déterminants climatiques majeurs sur la santé au Bénin. Leurs impacts sur la programmation du PNDS ont été identifiés et des mesures d’adaptation ont été intégrées. Les coûts additionnels des mesures d’adaptation ont été estimés et intégrés dans le budget du PNDS et des indicateurs pour le suivi et évaluation ont été élaborés. The Relation Between Climate Change Adaptation & Coastal Protection Planning in the Mekong Delta – The Role of Climate Services for the Decision Support System to Avoid Loss & Damage and Minimize Future Costs

The Decision Support Tool (DST) for the Coastal Protection for the Mekong Delta (CPMD) provides an analysis of the current geographical, geological and hydrological situation along the Mekong Delta’s coastline. Besides a surveillance of changes of the coastal regimes over the last decades until today, it also includes an assessment of the major coastal protection infrastructure, including dykes and sluice gates, embankments as well as eco-based foreshore protections such as the mangrove belt. Climate Change, however, adds the future as a new perspective and changes the parameters of the DST “equation” through the application of different climate models and scenarios. This essay elaborates on the role of tailor made Climate Services for decision-making advice for coastal infrastructure planning and how Climate Services can be incorporated into the DST handled by the Vietnamese Government.

Le Sénégal a formulé et adopté le Plan d’Action pour la Gestion Intégrée des Ressources en Eau (PAGIRE). Le PAGIRE est le référentiel en matière de Gestion Intégrée des Ressources en Eau du Sénégal. Au terme de sa mise en œuvre, le Gouvernement a initié l’actualisation du PAGIRE pour la période 2018-2025 pour prendre en compte les nouveaux enjeux et défis liés notamment à la mise en œuvre des orientations de la Lettre de Politique Sectorielle de Développement (LPSD 2017-2025) et les exigences relatives à la mise en œuvre des Objectifs du Développement Durable (ODD), de la gouvernance participative de l’eau, à l’intégration du genre et à l’adaptation aux changements climatiques (ACC). Le factsheet, d’une part, décrit la méthodologie utilisée pendant le processus d’intégration des changements climatiques dans le PAGIRE et d’autre part, revient sur les résultats phares qui consistent entre autres, (1) à la réalisation de la chaîne d’impact des changements climatiques sur les ressources en eau au Sénégal, (2) à l’intégration de l’ACC et de son budget dans le PAGIRE 2018 – 2025 du Sénégal.

Le Sénégal a adopté une nouvelle stratégie de développement pour accélérer sa marche vers l’émergence à travers le Plan Sénégal Emergent (PSE). Cependant, les études menées dans le cadre de l’élaboration de la CPDN ont montré une grande vulnérabilité du Sénégal aux impacts du changement climatique. Afin d’assurer une meilleure prise en compte de l’adaptation aux changements climatiques (ACC) aux niveaux national, sectoriel, et local, une étude sur l’analyse du processus de planification et de budgétisation au Sénégal a été menée sur la base d’outil NAP Align. Au sortir de cette analyse, il est noté que le dispositif de suivi budgétaire actuel ne permet pas d’avoir une vue globale, consolidée et exhaustive des différentes dépenses liées aux changements climatiques et particulièrement à l’adaptation et des recommandations ont été donner. Le factsheet décrit la méthodologie utilisée pendant ce processus au Sénégal et les principaux points d’entrée pour une meilleure prise en compte de l’ACC dans la planification du développement à tous les niveaux.

With the adoption of the 2030 Agenda for Sustainable Development and the Paris Agreement in 2015, adaptation is now firmly on the international agenda. In the lead up to the 21st Conference of the Parties (COP21) of the United Nations Framework Convention on Climate Change (UNFCCC) in Paris in 2015, Parties to the Convention agreed to submit intended nationally determined contributions (INDCs). In doing so, they outlined their commitments to reducing greenhouse gas (GHG) emissions and had the option to also include adaptation. Unless countries chose to amend their INDCs before ratifying the Paris Agreement, these documents became their first nationally determined contributions (NDCs). According to Article 7.9 of the Paris Agreement all Parties shall, as appropriate, engage in the formulation and implementation of national adaptation planning processes, such as the national adaptation plan (NAP) process. This publication is primarily for policymakers, decision-makers and practitioners who are working on climate change adaptation at a national level (e.g. ministries of environment, climate change focal points,and adaptation and sectoral experts).
