Climate change is increasingly shaping mobility dynamics across Africa. In 2023, an estimated six million people were displaced by floods, droughts, and other climate-related events. Acting as a threat multiplier, climate change deepens existing challenges such as conflict, poverty, and inequality — placing particular strain on women and marginalized groups.
The Global Programme “Human Mobility in the Context of Climate Change II” (HMCCC II), commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the Swiss Agency for Development and Cooperation (SDC), partners with the African Union Commission (AUC) to strengthen coordination and policy coherence on climate-related human mobility. The programme supports Regional Economic Communities (RECs) and African Union Member States through building institutional capacities, fostering peer learning, and promoting gender-responsive, conflict-sensitive, and climate-resilient approaches. By enhancing cooperation across governance levels, HMCCC II contributes to coordinated and evidence-based responses to climate-related mobility across the continent.
