Global Programme Human Mobility in the Context of Climate Change (HMCCC II) – Fiji Component

Fiji is facing the extreme impacts of climate change, which are reshaping human mobility across the country and the wider Pacific. Rising sea levels, coastal erosion, and extreme weather events are forcing entire communities to leave their ancestral lands, making planned relocation not only an adaptation strategy but often the only feasible long-term option. Some groups are particularly vulnerable to these dynamics, including women, the elderly, persons with disabilities, LGBTQIA+ persons, and Indigenous communities with deep cultural and spiritual ties to their land.

In response, the Global Programme “Human Mobility in the Context of Climate Change II” (HMCCC II), commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), supports Fiji in managing climate-induced displacement and relocation in an inclusive, gender-responsive, and culturally grounded way. Thereby, GIZ works in close partnership with government, civil society, and affected communities. The second phase builds on the success of the first phase of the project (2017 – 2023), during which the programme collaborated with Fiji to establish pioneering policy frameworks such as the Standard Operating Procedures for Planned Relocation (SOPs).

Activities range from capacity development and inclusive training for government officials and community representatives to awareness-raising and knowledge-sharing at national, regional, and global levels. By linking community priorities with international policy frameworks, HMCCC II strengthens Fiji’s leadership in shaping just, participatory, and climate-resilient relocation processes.
