Assessing and Monitoring Climate Resilience

Addressing technical advisors and policy-makers, implementing agencies as well as NGOs, this study offers an applicable and more empirically-grounded definition of (a country’s) climate resilience. It operationalizes resilience along three categories: absorptive capacity, adaptive capacity and transformative capacity. For each category, it lists a number of generic indicators to measure and ultimately assess (a country’s) climate resilience. Understanding a country’s climate resilience is crucial for the development of adaptation goals. This resilience acts as the baseline against which to assess the success of adaptation measures.
