The guide supports development advisors working in sector ministries, development cooperation professionals and government officials interested in or working on Good Financial Governance (GFG). Although this guidance is not specific to climate change related challenges, it can still be very useful for adaptation planning and implementation. It provides an introduction to the concept of Good Financial Governance and its relevance to sectors, and a description of main processes, actors and common challenges of sector ministries throughout the budget cycle. Two tools help to analyse GFG challenges and understand the implication of weak GFG performance on service delivery and policy outcomes. The tool has been implemented in Kenya and Vietnam among others.
