Making Ecosystem-based Adaptation Effective – A Framework for Defining Qualification Criteria and Quality Standards (technical paper)

In the context of increasing political commitment and funding it is essential to sharpen the understanding among policy makers and practitioners on what qualifies as EbA, to avoid the incorrect re-packaging of “business-as-usual” conservation or development approaches. The Technical Paper, “Making Ecosystem-based Adaptation Effective – A Framework for Defining Qualification Criteria and Quality Standards” provides a practical assessment framework for designing, implementing and monitoring EbA measures by proposing a set of 3 elements, 5 qualification criteria and 20 quality standards and example indicators.

It intends to answer two questions:

1) what qualifies as EbA?
2) how to design & implement EbA measures more effectively?

The paper was jointly developed by GIZ, IUCN and IIED together with active support from Friends of EbA (FEBA) members and the EbA Community of Practice.
