Planning and budgeting are cross cutting challenges in the whole National Adaptation Plan (NAP) process. Furthermore, aligning the NAP process to a given country’s general planning and budgeting procedures is a basic requirement for effective delivery of government services.

To adress this important issue, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), has developed recommendations for analyzing a country´s planning and budgeting procedures from a Climate Change Adaptation perspective. The NAP Align analysis document is designed to offer an overview of the interlinkages between planning and budgeting procedures in relation to the NAP process and the respective institutional arrangements in a given country.
