The “Planning Process Analysis” tool has been developed by GIZ to support the UNFCCC National Adaptation Planning (NAP) process in Least Developed Countries. The tool was piloted in Mauritania in October 2013 in cooperation with the Programme de Gestion des Ressources Naturelles (ProGRN), which GIZ is implementing on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).
The tool provides practical guidance for analysing national development and budgeting planning processes and assists in identifying strategic entry points for NAP. Stakeholders are interviewed with regard to formal and informal procedures of the country’s budgeting system. Using the identified entry points, adaptation can be placed on the national agenda as an intersectoral issue, therefore facilitating the integration of NAP into the different development and budgeting planning cycles. Furthermore, the tool outlines links between planning and budgeting processes in order to ensure that the adaptation plan is implemented in the medium and long term.
