Using water focused climate adaptation to strengthen the resilience of water resources and water services in response to the increasing effects of climate change.  

Tools

The Water Resilience Tracker, developed by AGWA, IWMI, Arup and Deltares and supported by the governments of the UK and the Netherlands, Deutsche Gesellschaft für internationale Zusammenarbeit (GIZ), the Inter-American Development Bank and UNDP, is a practical assessment and planning resource designed to help governments integrate water more effectively into national climate policies. It combines a comprehensive questionnaire with detailed guidance, enabling policymakers and climate planners to examine how water is addressed both directly and indirectly across existing plans, institutions, and decision-making processes.

The assessment considers connections between water dependent sectors, including agriculture, energy, finance, and the private sector, and helps users identify potential synergies, competing demands, and opportunities for greater coordination. Based on the findings, the accompanying guidance provides context specific approaches for strengthening water resilience and translating identified priorities into targeted climate action. 

Users of the Water Resilience Tracker can also benefit from tailored workshops, training and development support to further evaluate and improve their policies and plans. 

Our Approach — Water Resilience Tracker

The WEFE Nexus Resource Platform provides practitioners, researchers and policymakers with knowledge and practical resources for managing the close connections between water, energy, food and ecosystems security. Its content includes training and educational materials, courses, tools and databases, publications, books and videos, policy papers and implementation and case studies. The platform is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and administered by Deutsche Gesellschaft für internationale Zusammenarbeit (GIZ). 

The WEFE Nexus recognises that decisions in one sector can have significant consequences for the others. By encouraging coordinated governance and planning, the Nexus approach helps decision makers identify shared benefits, address potential trade-offs and develop solutions that strengthen several sectors at the same time. This is particularly important as rising temperatures, changing rainfall patterns and more frequent extreme weather events place growing pressure on natural resources, infrastructure and livelihoods. Integrated approaches can help align climate adaption and mitigation measures while supporting progress towards the Sustainable Development Goals. 

The WEFE Nexus Resource Platform also offers a Massive Open Online Course (MOOC) on the interactions between water, energy, food and ecosystems. Across eight modules, participants explore the foundations of Nexus thinking, relevant governance challenges, and analytical methods and practical applications. The course equips professionals, students, policymakers and others interested with the knowledge and perspectives needed to assess interdependencies, manage competing demands and apply integrated solutions to real world challenges. 

Knowledge Hub | Nexus – The Water, Energy & Food Security Resource Platform 

The Water Crisis Clock, developed by the International Institute for Applied Systems Analysis (IIASA), the World Data Lab and GIZ and supported by the German Federal Ministry for Economic Cooperation and Development (BMZ) is an interactive visualization tool that highlights critical but often underrepresented dimensions of the global water crisis. While public debate frequently focuses on access to drinking water and sanitation, this tool brings greater visibility to water scarcity, freshwater ecosystem change and biodiversity, all of which are essential components of the SDG 6.

An interactive timeline enables users to explore how these dimensions have changed and may continue to develop over time. Water scarcity data can be viewed retrospectively from 2000 up to 2050, illustrating how climate change, population growth and rising demand are placing increasing pressure on available water resources. Changes in water surface area and freshwater biodiversity can be examined across the period from 2000 to 2030. 

The Water Crisis Clocks biodiversity layer shows the proportion of threatened freshwater species within individual river basins, taking account of the geographical range of each species. By allowing users to explore changes over time, it highlights the severe condition of freshwater biodiversity and the consequences of deteriorating habitats and water quality.

PANORAMA connects a global community of practitioners, organisations and policymakers who are working to protect nature and support sustainable development. The platform documents successful initiatives and makes their methods, lessons and key components accessible so that they can be adapted and applied in other contexts. It is implemented through a network of 12 organizations, namely GIZ, IUCN, UNDP, GRID-Arendal, UNEP, Rare, EcoHealth Alliance, ICCROM, World Bank Group, OCTO Group, ICOMOS, and IFOAM in cooperation with individual solution providers. 

Users can explore solutions across a wide range of topics, including biodiversity, climate change and ecosystem conservation. Content can also be filtered by ecosystems, such as forests, freshwater systems and marine and coastal areas. This structure helps users to find relevant examples for specific sectors, regions and ecological settings. 

Each solution explains not only what was achieved, but also how the approach worked in practice. By breaking projects down into transferable building blocks, the platform turns local experience into practical guidance that can support replication and scaling. It also encourages peer learning and exchange, helping knowledge from communities and practitioners inform wider policy and decision-making.

PANORAMA | Solutions for a healthy planet

The Water for Climate Pavilion is a collaborative initiative coordinated by the Stockholm International Water Institute (SIWI) that brings together governments, international organisations, NGOs and the private sector during the annual UN Climate Change Conferences (COPs). It is formally supported by the governments of Brazil, Egypt, Germany, The Netherlands, Senegal, Slovenia, Sweden, Tajikistan, and the UK. It serves as a platform to raise awareness of the role of water in climate adaptation and mitigation, facilitate knowledge exchange and showcase practical solutions from around the world. The Pavilion also supports stronger integration of water into international climate processes, including Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs), and provides access to a wide range of events, publications and case studies on water and climate resilience.
